A form is the right tool when the exchange is genuinely a choice the user makes. It is the wrong tool for an expository list ("here are three reasons") — that expects no answer and is cheapest as plain markdown. Reach for a construct when there is a fork, a recommendation, a disagreement, or a status report to act on; reach for prose otherwise.
